On the picture you'll see japanese school kids together with UK soccer fans. At least one reason to track them. (You decide whether the girls or the fans)

Smart...But I do not see any importance in keeping track of these students. Is there a case in Japan where students are faced with street dangers? Maybe, RFID tracking suits best when there is a sure neccessity to a situation.
