Sounds like a good idea, however i disagree with the following:

Certainly it would not only relieve the headache of the prison authorities but also caution the prisoners that if they entered into any illegal activity within the prison premises it could land them into soup.

Sure, that is what everyone would think first. But what will happen in real life? Most of the time people will simply forget that they wear a bracelet. That means for control of all-day activities it may work. But whenever s/o tries to escape only the most stupid ones will still wear the bracelet...
So in the end I think it is ok for logistics as usual. But then I think about the term "material"...
