HighTech for challenged people
I had a similiar story last year: the police uses hightech bracelets to find people. Last year it was about people who drink to much to often, this year it makes more sense. The police uses bracelets with a transmitter to find mentaly challenged people who get lost.
The project is called LifeSaver and looks for money to buy bracelets that are around 250$ plus 7$ a month.
"With more than $17,000 in donations in hand, he announced last week the first 11 bracelets are being worn by people in Lycoming County who have autism, are mentally challenged or have memory problems."

This looks like a good program. I remember driving down the interstate once at night and seeing an elderly man walking down the side of the shoulder. I called the police because I knew something was wrong and they immediately knew who it was. They said he kind of got confused and did that a lot. They said they’d go pick him up. This might be helpful for the elderly as well.
