The project is called LifeSaver and looks for money to buy bracelets that are around 250$ plus 7$ a month.
"With more than $17,000 in donations in hand, he announced last week the first 11 bracelets are being worn by people in Lycoming County who have autism, are mentally challenged or have memory problems."

The police uses bracelets with a transmitter to find mentaly challenged people who get lost.

This looks like a good program. I remember driving down the interstate once at night and seeing an elderly man walking down the side of the shoulder. I called the police because I knew something was wrong and they immediately knew who it was. They said he kind of got confused and did that a lot. They said they'd go pick him up. This might be helpful for the elderly as well.
